IBNR (Incurred But Not Reported) represents estimated claims that have occurred but haven't yet been submitted. Higher IBNR % in recent months is normal — claims lag.

The development triangle shows how paid claims grow over time from the incurral month. The chain-ladder method uses historical patterns to project ultimate claim costs.
